Norb was born and raised in California. He entered the University of Wisconsin, eventually earning a BA from the University of California and a MS in Financial Management from the Naval Postgraduate School in Monterey, California. Norb spent nearly 25 years in the U.S. Marine Corps, retiring in 1989. He served in Vietnam in 1966-67 as a helicopter pilot. He also served with the Marine Presidential Helicopter Squadron, HMX-1, as a Presidential Helicopter Pilot and White House Liaison officer for Presidents Nixon, Ford and Carter. Other highlights during his career were commanding officer of the Marine Barracks at Whidbey Island and Special Assistant to the Assistant Secretary of the Navy in Washington, D.C.
Upon retirement from the Marine Corps, Norb and his wife Leah settled in Tualatin in 1990 and moved to Wilsonville in 2006. Norb had his own business, NOAH Enterprises, as an event manager and auditor specializing in festivals and fairs. He has worked with the Rose Festival, Nike World Master Games, Lake Oswego International Festival, Tualatin Crawfish Festival, Washington and Clark County Fairs, and several out of state fairs. A member of the Tualatin Rotary Club he has served in several Rotary leadership positions including Rotary District Governor in 2005-06. He has traveled to Uganda, Poland, and India for Rotary projects and he and Leah have been to several other countries for Rotary functions.
Norb has served on the boards of the Oregon Festivals and Events Association, Northwest Festivals Association, Portland Area Theater Alliance, Tualatin Arts Advisory Committee and is Past President of the Oregon State Council of the Military Officers Association of America. He is a Royal Rosarian, the official ambassadors for the city of Portland. He has acted in community theater for about 30 years and he and Leah try to travel somewhere interesting a couple of times each year.
